TOTE Rules

  • 1. Definitions

    In these rules, unless inconsistent with the context, the singular shall include the plural and vice versa, the male shall include the female and the following terms shall have the meaning set against them respectively.

    1.1 "bearer" means the person who presents a valid ticket for payment.

    1.2 "bet" means the selection of the number of horses required to qualify for a dividend under the rules pertaining to a particular form of betting in such a manner that the gross pool is incremented in respect of any one runner or combination of runners.

    1.3 "branded ticket" means any ticket bearing a vertical figure or vertical figures generated by the electronic equipment of the Company and being either a cancelled or a refunded or a paid ticket.

    1.4 "cancelled ticket” means a ticket which is registered as a cancelled ticket in the computer record of the Company.

    1.5 "closing of bets" means the time at which the Company stops to accept bets in relation to a specific race, namely at the start of the race under the Rules of Racing.

    1.6 "Company" means Automatic Systems Ltd.

    1.7 "dividend" means the amount declared to be payable to bearer of winning tickets in respect of each unit bet calculated in accordance with these rules as they apply to each form of betting.

    1.8 “Emergency Acceptor” means a horse designated as an Emergency Acceptor in accordance with the Rules of Racing.

    1.9 "employee" means a person employed, whether in a permanent or temporary capacity by the Company or its agent.

    1.10 “Gambling Regulatory Authority (GRA)” means a body established by the Gambling Regulatory Authority Act 2007 to provide a legal framework for the regulation of betting in Mauritius.

    1.11 "gross pool" means the gross stakes in respect of a specific form of betting.

    1.12 “gross stake” means the gross amount placed as bets, including any re-investment less refunds or cancelled bets.

    1.13 ‘’horse racing organiser’’ means a public limited company set up and licensed by the Gambling Regulatory Authority with the object of organising horse races in Mauritius.

    1.14 ‘’horse racing division’’ means Horse Racing Division established under section 15A of the Gambling Regulatory Authority Act.

    1.15 "investment" means the gross pool invested on a particular horse or horses in accordance with the provisions of these rules.

    1.16 "issue" means (in respect of a ticket) that such ticket is issued in accordance with the provisions of these rules.

    1.17 "leg" means each nominated race in those forms of betting where selections are required in more than one race. Each nominated race is termed a "leg".

    1.18 "net pool" means the gross pool less approved deductions.

    1.19 "official" means a person acting as such, whether in a permanent or temporary capacity, on behalf of the horse racing organiser.

    1.20 "paid ticket” means a ticket which is registered as a paid ticket in the computer record of the Company.

    1.21 "placed horses" means In respect of each type of betting, the horses occupying the places which qualify for a dividend or dividends in accordance with these rules.

    1.22 "punter" means any person who places a bet pursuant to these rules.

    1.23 "race card" means the official program issued by the Horse Racing Division of the Gambling Regulatory Authority for a specific race meeting.

    1.24 "Stipendiary steward" means a person to whom responsibility is assigned by the Horse Racing Division for detecting and sanctioning any malpractice in horse racing and is whose responsibility and duties are subject to the Gambling Regulatory Authority Act, Directions, Regulations issued by the Gambling Regulatory Authority and Rules of Racing.

    1.25 "refunded ticket” means a ticket which is registered as a refunded ticket in the computer record of the Company.

    1.26 "refund " means has the meaning assigned to it in rule 2.3.

    1.27 "rules" means the rules herein contained and as amended from time to time with the approval of the Gambling Regulatory Authority Board.

    1.28 “Rules of Racing” means the Rules of Racing as may be issued by the Horse Racing Division governing the organisation, conduct, regulation, control, supervision and management of horse racing.

    1.29 "runner" means a horse declared to have started in a race in accordance with the Rules of Racing.

    1.30 "scratched selection” means a selection of bets comprising one or more horses which have been withdrawn.

    1.31 "stake" means the act of placing a bet in monetary terms on a particular horse or horses in accordance with the provisions of these rules.

    1.32 "ticket" means the official betting ticket issued, subject to the provisions of these rules, by the Company.

    1.33 "Totalisator favourite" means in respect of the horse on which the highest number of units on WIN bets have been placed at closing of bets. Should two or more horses have exactly the same number of units placed on them, joint favourites shall be declared.

    1.34 "unclaimed funds" means unclaimed dividends, unclaimed refunds, any amount unpaid in respect of lost or mutilated tickets and any amount remaining after payment of dividends, government tax and Company’s commission in accordance with rule 2.2.1.

    1.35 "valid ticket” means the official betting ticket issued by the Company not being a branded ticket or a cancelled ticket or a refunded ticket or a paid ticket and bearing the number generated by the electronic equipment, the horse number, the race number and the bet type.

    1.36 "withdrawal" means a horse declared a non-runner in a race in accordance with the Rules of Racing.

  • 2. Applicability of rules

    2.1 All forms of betting conducted by the Company upon the Totalisator shall be subject to these rules and the provisions of the Gambling Regulatory Authority Act 2007 and such regulations as may be made thereunder.

    2.2 These rules shall apply to the Company and to every person placing a bet on any Totalisator conducted by the Company.

    Nothing in these rules shall be construed as placing an obligation on the Company to offer any specific form of betting upon the Totalisator.

  • 2.2. Tax and Punters return

    2.2.1 Government Tax will be as prescribed under Part B of the Fifth Schedule to the GRA Act 2007.

    Punters Return (% of Gross Pool) on Win and Place Bets 72% & Other Bets 67%

    2.2.2 The Company may, with the approval of the Gambling Regulatory Authority Board, as established under the Gambling Regulatory Authority Act 2007, amend the percentage relating to the gross pool which becomes payable to winning punters participating in any form of betting provided that:

    (i) the percentage of the gross pool which becomes payable to winning punters shall not be less than 72% for Win and Place bets and 67% for other bets.

    (ii) any increase in the percentage of gross pool which becomes payable to winning punters shall be borne by the Company from the Commission that it may retain in consideration for the organisation of betting upon the Totalisator.

    2.2.3 The decision of the Company to amend the above percentages shall not be construed as giving to the winning punters or entitling them to an acquired right in the said increased percentages.

  • 2.3 Refund

    2.3.1 Subject to the provision of these rules, whenever a horse is withdrawn from a race or is declared a non runner, the amount staked on such a horse in any:

    • Win, or
    • Place, or
    • Exacta, or
    • Swinger, or
    • Trifecta, or
    • Quartet

    Pool Totalisator shall be entitled to a refund.

    2.3.2 Subject to the provision of these rules, whenever a horse is withdrawn from the 1st leg or from the 2nd leg of a double pool Totalisator prior to the running of the 1st leg, the holder of any ticket on which such withdrawn horse has been selected shall receive a refund on all combinations affected by the withdrawal.

    2.3.3 No refund will be made on a horse which is withdrawn from a race and declared a non-runner in any:

    • Pick Four,
    • Place Accumulator
    • Pick Six, or
    • Pick Eight

    Pool Totalisator, the declared non-runner shall be substituted by the Totalisator favourite in all scratched selection.

    2.3.4 No refund will be made in respect of any:

    • Pick Four, or
    • Place Accumulator, or
    • Double or
    • Pick Six or
    • Pick Eight

    Pool Totalisator except where a race meeting is cancelled or abandoned before the running of the first leg of any of the pools.

  • 2.4 Dividends and tickets

    2.4.1 All dividends shall be calculated on the net pool to the completed Rs 1.00 (One rupee).

    2.4.2 Immediately after the amounts of dividends are ascertained they shall be exhibited in the places provided for that purpose but NO payment of dividends shall take place until the official results of the race has been confirmed in writing by the Stipendiary Stewards.

    2.4.3 Should an objection be duly lodged, no payment will be effected until the ruling of the Stipendiary Stewards on the objection has been communicated in writing. The official results as confirmed by the Stipendiary Stewards shall be final and binding on all ticket holders irrespective of any decision afterwards which may affect the results.

    2.4.4 Dividends and refunds will only be paid on presentation of valid tickets and are payable to bearer only.

    2.4.5 No claim for a dividend or refund will be entertained in respect of a lost or mutilated or branded or defaced or damaged or paid or cancelled ticket.

    2.4.6 Subject to the provisions of these rules, the Company will not be bound to entertain claims for payment of a dividend or for a refund unless made within 30 days of the date of the corresponding race meeting. Unclaimed funds shall be paid to the National Solidarity Fund.

    2.4.7 No complaint either with regards to the correctness of a ticket, the correctness of change, or the payment of a dividend or refund will be entertained unless such complaint is made before the complainant leaves the counter of the terminal.

    2.4.8 No punter shall be authorised to cancel a bet and no teller shall cancel a bet unless such cancellation is made before the punter leaves the counter of the terminal.

    2.4.9 The sale of tickets shall continue until the closing of bets.

    2.4.10 Every punter shall specify the number in the Race Card for the meeting and not the name of any horse and shall signify the race and type of bet.

    2.4.11 Betting tickets shall be printed on the official stationery of the Company and shall be inscribed with the particulars set out in rule 1.32.

  • 2.5 Limitation of Liability

    2.5.1 The Company or any employee shall not be liable for damage resulting from any negligent or grossly negligent act or omission relating to any form of betting for which they are not responsible either directly, vicariously or in any way and in particular none of the aforementioned shall be liable for damage either directly, vicariously or in any other way for the loss, destruction or disappearance of any valid ticket.

    2.5.2 Should the Company declare all bets off for any reason independent of the Company’s control, the relevant Refund rules shall apply.

    The only proof of investment in a Totalisator is the valid ticket and the computer record of that ticket, and no action either in contract or tort of any nature whatsoever may be instituted against the Company for the payment of a dividend unless the valid ticket and its computer record exist and are in the possession of the punter and the Company respectively at the time of making the claim and it may be proved that such valid ticket and record are at all material times in the possession of the punter and the Company respectively.

  • 2.6 Employees

    No employee who is on duty on any day on which bets are received for a particular race meeting shall participate, either directly or indirectly, in any way whatsoever in any type of betting conducted by the Company upon the Totalisator.

  • 2.7 Interpretation of these rules

    2.7.1 In any dispute regarding the meaning and interpretation of these rules, the meaning and interpretation placed thereon by the Company shall be final and binding unless otherwise determined by a court. Every punter shall be deemed to have acquainted himself with these rules and to have agreed to be bound thereby.

    2.7.2 Where any matter not provided for in these rules arises, the decision of the Company shall be final and binding.

    2.7.3 The Company shall in its discretion after consultation with the GRA decide any dispute arising in any way whatsoever from the conduct of any type of betting upon the Totalisator and in particular its decision as to the validity of any claim to participate in any dividend shall be final and conclusive between the Company and anyone who has placed a bet or claims to have placed a bet upon the Totalisator with the Company.

    2.8 No bet shall be placed by any person under the age of 18 years.

    2.9 The Win and Place Pools upon the Totalisator (except as provided in rules 3.2 and 4.3) will operate on every race whilst the Race Card will specify the races on which any other form of betting upon the Totalisator will operate; the Company shall have power to vary the above arrangements and to give notice thereof by means of notices and announcements given upon the Racecourse.

    2.10 These rules may be amended by the Company subject to the prior approval of the Gambling Regulatory Authority as established under the Gambling Regulatory Authority Act.

  • 2.11 Emergency Acceptor

    2.11.1 The Emergency Acceptor will be considered as a runner and bets can be placed on an Emergency Acceptor before the said Emergency Acceptor is accepted as a runner in accordance with the Rules of Racing.

    2.11.2 If an Emergency Acceptor is not accepted as a runner in the field in accordance with the Rules of Racing, that horse shall be considered as a withdrawal for the purposes of the present Rules and Regulations.

  • 3 Win Totalisator

    3.1 The purpose of the Win Pool Totalisator is to select the winner of a specified race.

    3.2 The Win Pool Totalisator shall operate on any race with two or more runners.

    3.3 The unit value of a bet shall be Rs 10.00 (Ten rupees).

    3.4 The dividend shall be determined by dividing the net pool by the number of units on the winning horse.

    3.5 Notwithstanding the provisions of rule 3.4, whenever two or more horses dead heat for first place, the dividend payable shall be calculated in the following manner: The net pool shall be divided into as many equal portions as there are dead-heaters, and each such portion shall then be divided by the number of units on each of the dead-heaters.

    3.6 In the case of there being no bets on the winning horse(s), the net pool shall be carried forward, and added to the same NET WIN POOL of the Company for the same race of the following meeting.

    3.7 Refunds will be made on ALL scratched selections.

    3.8 In the Win Totalisator, the following minimum dividends are guaranteed:

    Outright win Rs 11.00

    Dead Heat Rs 5.50

    Triple Dead Heat Rs 3.30

    Four Way Dead Heat Rs 2.20

  • 4 Place Totalisator

    4.1 The purpose of the Place Totalisator is to select in a specified race a horse placed either:

    (a) first or second when there are four or five runners.

    (b) first or second or third when there are six or more runners.

    4.2 Dividends shall be paid in respect of horses placed:

    (a) first and second when there are four or five runners;

    (b) first, second and third where there are six or more runners.

    4.3 The Place Pool Totalisator shall operate on any race with four or more runners.

    4.4 The unit value of a bet shall be Rs 10.00 (Ten rupees).

    4.5 The dividends shall be determined by dividing the Net Place Pool into as many portions as there are horses placed as specified in rule 4.2.

    4.6 The portions shall be divided respectively by the number of units on each of the placed horses and the results so obtained shall be the dividend payable.

    4.7 Dividends shall not be declared at less than the unit value of bets except in the case of dead-heaters.

    4.8 For the purpose of the calculation of dividends in the case of dead-heaters,

    (a) where there are four or five starters,

    (i) horses dead-heating for the first place shall be deemed to have filled the first and second places,

    (ii) horses dead-heating for the second place shall be deemed to have filled the second place jointly

    (b) where there are six or more starters,

    (i) horses dead-heating for the first place shall be deemed to have filled the first and second places

    (ii) In a treble dead heat for the first place, the horses shall be deemed to have filled the first, second and third places, and

    (iii) horses dead-heating for the second place shall be deemed to have filled the second and third places, and

    (iv) horses dead-heating for the third place shall be deemed to have filled the third place jointly.

    4.9 When there is a dead-heat for any place, the dividend on the dead-heaters shall be calculated by dividing whatever part of the Place Pool as relates to the dead-heaters by the number of horses which have been dead-heated and then by the number of unit bets on each of the horses.

    4.10 In the event of there being NO tickets on one or more of the placed horses, their portion of the net pool shall be apportioned equally amongst the placed horses on which there are tickets.

    4.11 In the event of there being NO tickets on any of the placed horses the net pool shall be carried forward and added to the same NET PLACE POOL of the Company for the same race of the following meeting.

    4.12 Refunds will be made on ALL scratched selections.

    4.13 In the Place Totalisator a minimum dividend of Rs 10.00 (Ten rupees) is guaranteed except in some cases of dead heats. Whenever a dead heat results in the payment of more Place dividends than are provided for in Rule 4.2, then the following minimum dividends are guaranteed, only for dividends on the horses involved in the dead heat:

    When there is one more Place dividend than normal: Rs 5.00

    When there are two more Place dividends than normal: Rs 3.00

    When there are at least three more Place dividends than normal: Rs 2.00

  • 5 Exacta Totalisator

    5.1 The purpose of the Exacta Totalisator is to select the horses finishing First and Second in a specified race, in the exact order in which they finish.

    5.2 Dividends shall be paid in respect of horses finishing First and Second, in the exact order in which they finish.

    5.3 The unit value of a bet shall be Rs 10.00 (Ten rupees).

    5.4 The dividend shall be determined by dividing the Net Exacta Pool by the number of winning units.

    5.5 In the event of two or more horses dead-heating for First or Second place resulting in more than one winning combination, the net pool shall be divided into as many equal portions as there are winning combinations, each such portion shall then be divided by the number of units invested on each of the winning combinations.

    5.6 In the event of there being NO tickets on the winning combination the net pool shall be carried forward and added to the same NET EXACTA POOL of the Company for the same race of the following meeting.

    5.7 The Exacta Totalisator shall operate on any race with three or more runners.

    5.8 Refunds shall be made on ALL scratched selections.

    5.9 In the Exacta Totalisator a minimum dividend of Rs 11.00 (Eleven rupees) is guaranteed except in the case of dead heats. Where more than one dividend is payable, no minimum dividend is guaranteed.

  • 6 Swinger Totalisator

    6.1 The purpose of the Swinger Totalisator is to select any two horses finishing in the first three places irrespective of the order in which they finish.

    6.2 Dividends shall be paid in respect of horses finishing:

    (a) First and second

    (b) First and third

    (c) Second and third

    Irrespective of order, each combination to receive an equal share of the Net Swinger Pool.

    6.2.1 Where four or five runners start in a Swinger Totalisator, dividends shall be paid in respect of horses placed First and Second only irrespective of order in which they finish.

    6.3 The unit value of a bet shall be Rs 10.00 (Ten rupees).

    6.4 The dividends shall be determined by dividing the respective portions of the net pool by the number of units on each of the winning combinations.

    6.5 For the purpose of the calculation of dividends in the case of dead-heat:

    (a) between two horses for the first place, they shall be deemed to have filled first and second places.

    (b) (i) among three horses for the first place in a race with more than five runners, they shall be deemed to have filled first, second and third places.

    (ii) between two horses for the second place in a race of more than five runners, they shall be deemed to have filled second and third places.

    (iii) among three horses for the second place in a race of more than five runners, they shall be deemed to have filled the second and third places jointly.

    (c) Horses dead-heating for second place with a race of four or five runners shall be deemed to have filled the second place jointly.

    6.6 Where three horses dead-heat for second place, the winning combinations shall be the first horse coupled with any one of the dead-heaters and a coupling of any two of the dead-heaters.

    6.7 Where there is a dead-heat for the third place, the winning combinations shall be the first horse coupled with the second horse, the first horse coupled with any one of the dead-heaters, the second horse coupled with any one of the dead-heaters.

    6.8 Notwithstanding the provisions of rule 6.4, whenever paragraph 6.6 applies, the dividends shall be calculated by dividing the net pool into as many parts as there are winning combinations and the parts respectively by the number of units on each such combination.

    6.9 Notwithstanding the provisions of rule 6.4, whenever paragraph 6.7 applies, the dividends shall be calculated in the following manner:

    • One third of the net pool shall be divided by the number of unit bets on the 1st and 2nd place horses.

    • The balance of the net pool shall be divided into as many parts as there are winning combinations and the parts respectively by the number of units on each such combination.

    6.10 In the event of there being NO tickets on one or more winning combinations, the net pool shall be divided among the remaining winning combinations.

    6.11 In the event of there being NO tickets on any of the winning combinations the net pool shall be carried forward and added to the same NET SWINGER POOL of the Company for the same race of the following meeting.

    6.12 The Swinger Totalisator may operate on any race with four or more runners.

    6.13 Refunds shall be made on ALL scratched selections.

    6.14 In the Swinger Totalisator, a minimum dividend of Rs 11.00 (Eleven rupees) is guaranteed except in the case of dead heats which require more than three dividends to be paid in terms of rules 6.6 and 6.7 in which case no minimum dividends is guaranteed.

  • 7 Double Totalisator

    7.1 The purpose of the Double Totalisator is to select the horses finishing first in each of the two legs making up the Double.

    7.2 The Double Totalisator shall operate on any two races as designated in the Race Card as an official Double and for the purpose of these rules the first of any such races shall be referred to as the 1st Leg and the second of such races as the 2nd Leg.

    7.3 The unit value of a bet shall be Rs 10.00 (Ten rupees).

    7.4 The dividends shall be determined by dividing the net pool by the number of units on the winning combinations.

    7.5 In the event of two or more horses dead-heating for the first place in either leg of the Double, the whole of the net pool will be divided into as many parts as there are dead heaters and the parts respectively divided by the number of unit bets selecting any dead heater with the horse placed first in the other leg.

    7.6 In the event of there being NO tickets on any of the winning combinations that portion of the net pool shall be carried forward and added to the same NET DOUBLE POOL of the Company for the same race of the following meeting.

    7.7 All tickets sold in respect of horses selected in and scratched from either or both legs of the Double Totalisator, prior to the running of the first leg, shall be subject to refund.

    7.8 Should a horse be withdrawn from the second leg after the first leg has been run, the withdrawn horse will be substituted with the Tote favourite only on double tickets bearing the number of the winner in the first leg and the number of the withdrawn horse in the second leg.

    7.9 In the event of joint Totalisator favourite being declared in a particular race a scratch horse to be substituted by the Totalisator favourite in terms of Rules 7.9 will be substituted with the joint Totalisator favourite which is highest place in the order of finishing of that race.

    7.10 In the event of joint Totalisator favourites dead heating for the 1st place a scratch horse to be substituted in terms of rule 7.9 will be substituted with the joint Totalisator favourite bearing the lower race card number.

    7.11 Refunds shall be made on ALL selections scratched prior to the running of the first Leg. Thereafter, rule 7.12 will apply.

    7.12 In the event of the second leg of a Double Totalisator pool is abandoned the net pool will be distributed to holders of tickets bearing the number of the winner of the first leg and in the event of a dead heat for the first place, the net pool will be divided into as many parts as there are dead heaters and each part will be distributed among the holders of tickets bearing the number of one of the dead heaters respectively.

  • 8 Trifecta Totalisator

    8.1 The purpose of the Trifecta Totalisator is to select any three horses to finish first, second and third in that order in a Trifecta Totalisator race as designated in the Race Card.

    8.2 The unit value of a bet shall be Rs 10.00 (Ten rupees).

    8.3 In the event of a Trifecta Totalisator being cancelled or abandoned or in the event of less than three runners finishing such race or in the event of a selected horse being withdrawn, a refund of the investment shall be made.

    8.4 The dividend shall be calculated by dividing the Net Trifecta Pool into as many equal portions as there are winning combinations and each such portion shall then be divided by the number of unit bets on each of the combination.

    8.5 In the event of there being no tickets on any of the winning combinations, the net pool for that winning combination shall be carried forward and added to the same NET TRIFECTA POOL of the Company for the same race of the following meeting.

    8.6 In the event of a dead-heat for the first place, the winning combinations shall be the dead-heaters and the horse placed third. In the event of more than two horses dead-heating for first place they shall be deemed to have filled the first, second and third places jointly.

    8.7 In the event of a dead-heat for the second place, the winning combinations shall be the horse placed first with any two of the dead-heaters.

    8.8 In the event of a dead-heat for the third place, the winning combinations shall be the horses placed first and second with any of the dead-heaters.

    8.9 The Trifecta Totalisator may operate on any race with three or more starters.

    8.10 Refunds shall be made on ALL scratched selections.

  • 9 Pick 4 Totalisator

    9.1 The purpose of the Pick Four Totalisator is to select the winner of each of the four Pick Four races as designated in the Race Card.

    9.2 The unit value of a bet shall be Rs 10.00 (Ten rupees).

    9.3 There shall be NO refunds upon Pick Four tickets where any selection in any Leg is scratched.

    9.4 If any horse is withdrawn from any Leg of the Pick Four, the holder of any valid ticket on which such horse has been selected shall be deemed to have selected the Totalisator favourite in such Leg.

    9.5 The dividend shall be calculated by dividing the Net Pick Four Pool by the number of winning combinations.

    9.6 In the event of any race or races constituting one or more Legs of the Pick Four being abandoned or cancelled for any reason the NET PICK FOUR POOL for the day shall be divided equally among all valid ticket holders who have correctly selected ALL the winners of the Legs of the Pick Four which have been run at the meeting. Should there be no winning combination, the net pool will be carried forward and added to the same Net Pick Four Pool of the Company for the following meeting.

    9.7 In the event of there being no tickets on any of the winning combinations the net pool for that winning combination shall be carried forward and added to the same NET PICK FOUR POOL of the Company for the following meeting.

    9.8 In the event of a race meeting being cancelled or abandoned before the first leg of the Pick Four has been run, a refund shall then be made in exchange for a valid ticket.

    9.9 In the event of two or more horses dead-heating for the first place in any leg of the Pick Four, it shall be deemed that all such horses have filled first place jointly resulting in more than one winning combination the net pool shall be divided into as many equal portions as there are winning combinations and each such portions shall then be divided by the number of unit bets on each of the combinations.

    9.10 All scratched selections shall be substituted by the Totalisator favourite.

    9.11 In the event of a joint Totalisator favourite being declared in a particular race a scratched horse to be substituted by the Totalisator favourite will be substituted by the joint Totalisator favourite which is highest placed in the order of finishing of that race.

    9.12 In the event of joint Totalisator favourites dead-heating for the first place a scratch horse to be substituted will be substituted with the joint Totalisator favourite bearing the lower race card number.

  • 10 Place Accumulator Totalisator

    10.1 The purpose of the Place Accumulator is to select a placed horse in each of the seven Place Accumulator races as designated in the Race Card.

    10.2 In this chapter, a "placed horse" means a horse which is placed First, Second or Third regardless of the number of runners.

    10.3 The unit value of a bet shall be Rs 10.00 (Ten rupees).

    10.4 There will be NO refunds upon Place Accumulator tickets where any selection in any Leg is scratched.

    10.5 If any horse is withdrawn from any Leg of the Place Accumulator, the holder of any ticket on which such horse has been selected shall be deemed to have selected the Totalisator favourite in such Leg.

    10.6 Subject to the provision of these rules, the dividend shall be calculated by dividing the Net Place Accumulator Pool by the number of winning combinations, i.e. placed selections in all seven Legs.

    10.7 In the event of there being no tickets on any of the winning combinations, the net pool for the day shall be carried forward and added to the NET PLACE ACCUMULATOR POOL of the Company for the following meeting.

    10.8 In the event of any race or races constituting one or more Legs of the Place Accumulator being abandoned or cancelled, the net pool for the day shall be divided equally among all valid ticket holders who have correctly selected placed horses in those Legs of the Place Accumulator which were duly run.

    10.9 In the event of a race meeting being cancelled or abandoned before the first leg of the Place Accumulator has been run, a refund shall then be made in exchange for a valid ticket.

    10.10 In the Place Accumulator Totalisator, dead-heats for first place shall be deemed to have filled first and second places, dead-heats for second place shall be deemed to have filled second and third places and dead-heats for third place shall be deemed to have filled third place jointly.

    10.11 In the place accumulator Totalisator when more than two horses dead-heating for the first place they shall be deemed to have filled the first, second and third places jointly.

    10.12 In the place accumulator Totalisator when more than two horses dead-heating for the second place they shall be deemed to have filled the second and third places jointly.

  • 11 Pick Six Totalisator

    11.1 The purpose of the Pick Six Totalisator is to select the winner of each of the six Pick Six races as designated in the Race card.

    11.2 The unit value of a bet shall be Rs 5.00 (Five rupees).

    11.3 There shall be NO refunds upon Pick Six tickets where any selection in any Leg is scratched.

    11.4 If any horse is withdrawn from any Leg of the Pick Six, the holder of any ticket on which such horse has been selected, shall be deemed to have selected the Totalisator favourite in such leg.

    11.5 In the event of joint Totalisator favourites being declared in a particular race a scratch horse to be substituted by the Totalisator favourite will be substituted with the joint Totalisator favourite which is the highest placed in the order of finishing of that race.

    11.6 In the event of joint Totalisator favourites dead-heating for the first place, a scratch horse will be substituted with the joint Totalisator favourites bearing the lower race card number.

    11.7 The dividend shall be calculated by dividing the Net Pick Six Pool by the number of winning combinations.

    11.8 In the event of any race or races constituting one or more legs of the Pick Six being abandoned or cancelled for any reason, the net pool for the day shall be divided equally among valid ticket holders who have correctly selected ALL the winners of the legs of the Pick Six which have been run at the meeting.

    11.9 In the event of there being no tickets on any of the winning combinations, the net pool for the day shall be carried forward and added to the NET PICK SIX POOL of the Company for the following meeting.

    11.10 In the event of a race meeting being cancelled or abandoned before the first leg of the Pick Six has been run, a refund shall then be made in exchange for a valid ticket.

    11.11 In the event of two or more horses dead-heating for the first place in any leg of the Pick Six, it shall be deemed that all such horses have filled first place jointly resulting in more than one winning combination the net pool shall be divided into as many equal portions as there are winning combinations and each such portions shall then be divided by the number of unit bets on each of the combinations.

    11.12 ALL scratched selections shall be substituted by the Totalisator favourite.

  • 12 Quartet Totalisator

    12.1 The purpose of the Quartet Totalisator is to select any four horses finishing first, second, third and fourth in that order in a Quartet Pool Totalisator race as designated in the Race Card.

    12.2 The unit value of a bet shall be Rs 5.00 (Five rupees)

    12.3 In the event of Quartet Totalisator being cancelled or abandoned for any reason whatsoever, or in the event of less than four runners finishing such race or in the event of a selected horse being withdrawn, a refund shall be made in exchange for a valid ticket.

    12.4 Subject to the provisions of these rules the dividend shall be calculated by dividing the Net Quartet Pool by the number of units on the winning combinations, i.e. the selection placing first, second, third and fourth in the correct order. In the event of two or more horses dead- heating for first, second, third or fourth place resulting in more than one winning combination, the net pool shall be divided into as many equal portions as there are winning combinations, and each such portion shall then be divided by the number of units invested on each of the combinations.

    12.5 In the event of there being no tickets on any of the winning combinations, the net pool for that winning combination shall be carried forward and added to the same NET QUARTET POOL of the Company for the same race of the following meeting.

    12.6 In the event of two horses dead-heating for the first place the winning combinations shall be any two of the dead-heaters and the horses placed third and fourth. In the event of three horses dead-heating for the first place they shall be deemed to have filled the first, second and third places jointly. In the event of four horses dead-heating for the first place they shall be deemed to have filled the first, second, third and fourth places jointly.

    12.7 In the event of a dead-heat for the second place the winning combinations shall be the horse placed first with any two of the dead-heaters and the horse placed fourth.

    12.8 In the event of a dead-heat for the third place the winning combinations shall be the horses placed first and second with a combination of any two of the dead-heaters.

    12.9 In the event of a dead-heat for the fourth place the winning combinations shall be the horses placed first, second and third with any of the dead-heaters.

    12.10 The Quartet Totalisator shall operate on any race with four or more starters.

    12.11 Refunds shall be made on ALL scratched selections.

  • 13 All-for-All Totalisator

    13.1 The purpose of the All-for-All bet is to select the runners or combinations, which qualify for a dividend in respect of the pool in each of the legs of the All-for-All bet selected.

    13.2 All-for-All bets will apply to the WIN and PLACE pools and the general rules applicable to those pools shall apply to their use in All-for-All betting.

    13.3 The pool type may not be common to all legs of the All-for-All bet.

    13.4 The All-for-All bet shall consist of not less than two and not more than eight legs, all of which must be from the same race meeting.

    13.5 The unit of betting shall be as laid down for the WIN and PLACE pools.

    13.6 All legs must be selected in ascending order but need not be consecutive.

    13.7 More than one runner or combination may be selected in each of the specified legs.

    13.8 If a selected race is abandoned or a selected runner is scratched, then the All-for-All bet continues as if that leg had not been selected and any reinvestments from the previous leg, or legs, shall be carried forward to the next selected leg(s) if any remain.

    For a single leg bet or the terminating leg of an All-for-All bet, the amount due for investment in that leg, shall be paid as a dividend.

    13.9 If a selected race is, for any reason, run out of the advertised sequence, the selection in such a race will be treated as in rule 13.8 with the added rule that ALL “All-for-All” combinations STARTING on the "out of sequence" race shall terminate on that leg and any appropriate dividend paid.

    13.10 If you have more than one winning selection, their payouts will be added together for reinvestment onto the next leg. If more than one runner is selected after the first leg, all payouts will be reinvested equally by the number of runners and bet types in the next leg.

    13.11 The maximum reinvestment on any single or more selection shall be limited to Rs 100,000 and any amount in excess of this limit shall be held back and treated as dividends due, regardless of the results of any subsequent leg(s).

    13.12 Once the first leg of an All-for-All bet has been run, the investor may NOT cancel the bet.

    13.13 ALL the selected legs of an All-for-All bet must have been run before any dividends accruing to the bet will be paid.

  • 14 Fractional Totalisator

    14.1 Unit Bet: The unit bet is the same unit bet as per the Totalisator rules for each pool on which fractional betting is possible.

    14.2 Purpose: Fractional betting allows the purchase of a portion of a bet, or a bet a number of times, i.e. a fraction greater than 1.

    14.3 Application: Fractional betting is available for the Quartet Totalisator, Trifecta Totalisator, Pick Eight Totalisator, Pick Six Totalisator, Pick Four Totalisator and Place Accumulator Totalisator.

    14.4 Minimum bet: The minimum bet cannot be less than the unit bet irrespective of whether a bet is accepted at the full unit bet or accepted at a fraction.

    14.5 Method of purchase: The percentage of betting will never be less than 1% provided the amount is not less than the unit bet. The Computer system will:

    14.5.1 Determine the value of the bet by multiplying the horse selection (i.e. number of bets) by the unit of betting for that particular bet type.

    14.5.2 Compare the amount of money available for investment with the value of the bet as in 14.5.1 above. The resultant percentage is then applied to the unit of betting and rounded down to the nearest cent. Thus, arriving at the fractional value of each bet unit purchased, i.e. the base unit of betting.

    14.5.3 Multiply this base unit of betting with the number of bets taken to determine actual cost of bet. This will be rounded up to the nearest rupee.

    14.5.4 The difference between the actual cost of the bet and the amount paid (rounded up to the next rupee) will be added to the gross pool for that particular bet type.

    14.5.5 Print a bet ticket and in addition to the bet details normally printed, show the percentage of the total bet purchased if less than 100%. If the bet purchased is more than a unit then the ticket will show the number of times the bet is purchased and any fraction in excess of the whole number will be shown as a percentage of the unit of betting.

    14.6 Dividends: All unit bet dividends shall be calculated to the completed rupee:

    14.7 Fractional bet dividends shall be calculated by multiplying the unit bet dividend by the percentage of the unit bet purchased and rounded down to the nearest rupee. This resultant dividend is then multiplied by the number of times that the bet is won and rounded down to the nearest rupee.

    14.8 The dividend shall be determined by dividing the net pool by the total number of unit and fractional unit bets on the winning combination(s).

    14.9 In the event that there are no full unit winning bets on a Totalisator pool, and at the same time, the sum of the percentage of bets purchased of all fractional winners is less than 100% of the unit of betting, then the dividend will be determined for a full unit of betting and the balance of the dividend, i.e. not apportioned to the fractional winners, will be carried forward as per the Rule governing the carry forward on each Totalisator pool.

    14.10 Carry forward: In the event of there being no ticket on any of the winning combinations, the net pool will be carried forward as per the rules governing the carry forward on each Totalisator pool.

  • 15 Pick Eight Totalisator

    15.1 The purpose of the Pick Eight Totalisator is to select the winner of each of the Eight Pick Eight races as designated in the Race card.

    15.2 The unit value of a bet shall be Rs 5.00 (Five rupees).

    15.3 There shall be NO refunds upon Pick Eight tickets where any selection in any Leg is scratched.

    15.4 If any horse is withdrawn from any Leg of the Pick Eight, the holder of the ticket on which such horse has been selected, shall be deemed to have selected the Totalisator favourite in such leg.

    15.5 In the event of joint Totalisator favourites being declared in a particular race a scratch horse to be substituted by the Totalisator favourite will be substituted with the joint Totalisator favourite which is the highest ranked in the order of finishing of that race.

    15.6 In the event of joint Totalisator favourites dead-heating for the first place a scratch horse will be substituted with the joint Totalisator favourites bearing the lower race card number.

    15.7 Dividends shall be paid as follows:

    a) 80% of the net pool for the winning combination(s) of all eight races of the Pick Eight Races.

    b) 20% of the net pool for the next best winning combinations of any race forming part of the Pick Eight races.

    15.8 The dividend shall be calculated by dividing 80% of the Net Pick Eight Pool by the number of winning combinations as per 15.7 (a) above and 20% of the net Pick Eight pool by the number of winning combinations as per 15.7 (b) above.

    15.9 In the event of any race or races constituting one or more legs of the Pick Eight being abandoned or cancelled for any reason, the net pool for the day shall be divided equally among valid ticket holders who have correctly selected ALL the winners of the legs of the Pick Eight which have been run at the meeting. The net pool shall represent 100% of the pool and NO next best winning combinations shall apply.

    15.10 In the event of there being no tickets on any of the winning combinations as per 15.7 (a) above, 80% of the net pool for the day shall be carried forward and added to the NET PICK EIGHT POOL of the Company for the following meeting as per 15.7 (a) above.

    15.11 In the event of there being no tickets at 100% on winning combination as per 15.7 (b) above, the remaining unpaid amount of the pool shall be carried forward and added to the NET PICK EIGHT POOL above of the Company for the following meeting as per 15.7 (a) above.

    15.12 In the event of two or more horses dead-heating for the first place in any leg of the Pick Eight, it shall be deemed that all such horses have filled first place jointly, the net pool shall be divided by the number of winning combinations.

    15.13 ALL scratched selections shall be substituted by the Totalisator favourite.
