Rules for Jockeys & Stable

  • Betting on Stable Challenge & Jockey Challenge

    At most race meetings, especially when a race restricted to Mauritian riders is programmed, the number of jockeys riding is large, therefore the top ten jockeys according to premiership will be eligible to be bet on individually whilst all the other jockeys riding will have to be grouped and bet on collectively as number 11.

    The following rules are applicable:

  • 1. Jockey Challenge

    General The purpose of the Jockey Challenge is to define the jockey having collected the most jockey challenge points during a race day.

    1.1.1 The following selections will be available:

    i. A Named Jockey is a jockey bearing no. 1 to 10 define by the Mauritius Turf Club at each race meeting.; or

    ii. Other Jockeys are all other jockeys riding on the day grouped together and assigned no. 11 ; whereby the results of each jockey forming part of this group will be individually taken into consideration in each race to define the number of points allocated

    1.1.2 Subject to the following rules, Jockey Challenge points are assigned to the jockeys riding the 1st, 2nd, 3rd and 4th placed horses, as the case may be, in each race at a race meeting, as follows:

    Jockey riding the horse placed 1st 12 points Jockey riding the horse placed 2nd 6 points Jockey riding the horse placed 3rd 4 points Jockey riding the horse placed 4th 1 point

    1.1.3 In the event of Horses dead heating, the Jockey Challenge Points to be assigned to the Jockeys riding the 1st, 2nd, 3rd and 4th placed horse, as in the case may be, shall be as follows:

    1.1.4 If the number of horses involved in a dead-heat is not specified above the Jockey Challenge Points assigned to the Jockeys riding the 1st, 2nd, 3rd and 4th placed horses will be made on the same proportional basis set out above.

    1.1.5 For the avoidance of doubt, Jockey Challenge points will be assigned to the Jockey declared to ride the horse on the official race card but not actually riding the 1st, 2nd, 3rd or 4th placed horse in a race.

    1.1.6 In the event that a jockey has been declared non participant before his first ride then all bets placed on that jockey will be considered void and all bets refunded. All bets will run on the remaining jockeys as normal.

  • 1.2 Declaration of winners of a Jockey Challenge

    1.2.1 The Named or other Jockeys who have collected the most Jockey Challenge points at a race meeting will be declared the winner.

    1.2.2 In the event that there is more than one jockey who has collected the most Jockey Challenge points, the winner will be:

    a) The jockey having ridden the most winners

    b) In case 2 jockeys have ridden the same no.of winners then the jockey having ridden the most 2nd places

    c) In case 2 jockeys have ridden the same no.of winners and the same no.of 2nd places then the jockey having ridden the most 3rd places

    d) In case 2 jockeys have ridden the same no.of winners and the same no.of 2nd places and the same no.of 3rd places then the jockey having ridden the most 4th places.

    e) In case 2 jockeys have ridden the same no.of winners and the same no.of 2nd places and the same no.of 3rd places and the same no. of 4th places they should be declared as a dead-heat.

    1.2.3 In the event it is not possible to determine one final jockey as having collected the most Jockey Challenge Points pursuant to the aforementioned paragraph, then the winning jockeys will be treated as a dead-heat.

    1.2.4 All Jockey Challenge bets on a Jockey (whether as a Named Jockey or as an Other Jockey) shall stand and be unaffected, notwithstanding (without limitation to) the following events:

    (a) A horse(s) to be ridden by the Jockey is a late withdrawal;

    (b) The horse ridden by the Jockey in a particular race at the race meeting is declared a non-runner in accordance with the Rules of Racing;

    (c) Any race(s) is declared a void race.

    1.2.5 Once a meeting has started and a minimum of four races have been run, in the event that the remaining races are cancelled or postponed Jockey Challenge points will be calculated and treated as final in relation to the races already run.

  • 2. Stable Challenge

    2.1 General

    The purpose of the Stable Challenge is to define the Stable having collected the more Stable challenge points during a race day.

    2.1.1 Subject to Rules 2 (a) (iii) Stable Challenge points are assigned to the stables having the 1st, 2nd, 3rd and 4th placed horses, as in the case may be, in each race at a race meeting, as follows:

    Stable having the horse placed 1st 12 points Stable having the horse placed 2nd 6 points Stable having the horse placed 3rd 4 points Stable having the horse placed 4th 1 point

    2.1.2 In the event of horses dead – heating, the Stable Challenge Points to be assigned to the Stables having the 1st, 2nd, 3rd and 4th placed horse, as in the case may be, shall be as follows:

    2.1.3 If the number of horses involved in a dead-heat is not specified above the Jockey Challenge Points assigned to the stables riding the 1st, 2nd, 3rd and 4th placed horses will be made on the same proportional basis set out above.

  • 2.2 Declaration of winners of a Stable Challenge

    2.2.1 The Stable who has collected the most Stable Challenge points at a race meeting will be declared the winner.

    2.2.2 In the event that there is more than one stable who has collected the most Stable Challenge points, the winner will be:

    i. The Stable having horses with the more winners

    ii. In case 2 stables have horses with the the same no.of winners then the stable having horses finishing with the most 2nd places

    iii. In case 2 stables have horses with the same no.of winners and the same no.of 2nd places then the stable having horses finishing with most 3rd places

    iv. In case 2 stables have horses with the same no.of winners and the same no.of 2nd places and the same no.of 3rd places then the stable having horses finishing with most 4th places.

    v. In case 2 stables have horses with the same no.of winners and the same no.of 2nd places and the same no.of 3rd places and the same no.of 4th places they should be declared as a dead-heat.

    2.2.3 In the event it is not possible to determine one final Stable as having collected the most Stable Challenge Points pursuant to the aforementioned paragraph, then the winning Stables will be treated as a dead-heat.

    2.2.4 All Stable Challenge bets on a Stable shall stand and be unaffected, notwithstanding (without limitation to) the following events:

    (a) A horse(s) from a Stable is a late withdrawal;

    (b) The horse of the Stable in a particular race at the race meeting is declared a non-runner in accordance with the Rules of Racing;

    (c) Any race(s) is declared a void race.

    2.2.5 Once a meeting has started and a minimum of four races have been run, in the event that the remaining races are cancelled or postponed Stable Challenge points will be calculated and treated as final in relation to the races already run.

    2.2.6 In the event that all horses from the same stable are withdrawn before the start of a meeting then all bets on that stable will be declared void and refunded. All bets will run on the remaining stables as normal.

  • 3. Rules & Regulations Betting

    Definitions

    In these rules, unless inconsistent with the context, the singular shall include the plural and vice versa, the male shall include the female and the following terms shall have the meaning set against them respectively.

    3.1 "bearer" means the person who presents a valid ticket for payment.

    3.2 "bet" means the selection of the stables and/or jockeys required to qualify for a dividend under the rules pertaining to a particular form of betting in such a manner that the gross pool is incremented in respect of any participant or combination of participants.

    3.3 "branded ticket" means any ticket bearing a vertical figure or vertical figures generated by the electronic equipment of the company and being either a cancelled or a refunded or a paid ticket.

    3.4 "cancelled ticket” means a ticket which is registered as a cancelled ticket in the computer record of the company.

    3.5 "closing of bets" means the time at which the company stops to accept bets in relation to a specific event, namely at the start of the first race under the Rules of Racing of the Club.

    3.6 "Club" means the Mauritius Turf Club.

    3.7 "Company" means Automatic Systems Limited.

    3.8 "dividend" means the amount declared to be payable to bearer of winning tickets in respect of each unit bet calculated in accordance with these rules as they apply to each form of betting.

    3.9 "employee" means a person employed, whether in a permanent or temporary capacity by the company or its agent.

    3.10 “event” means stable challenge and jockey challenge being held under the stable challenge and jockey challenge Rules of the MauritiusTurf Club.

    3.11 "gross pool" means the gross amount collected as bets in respect of a specific form of betting, less any refunds.

    3.12 "investment" means the money invested on a particular event in accordance with the provisions of these rules.

    3.13 "issue" means (in respect of a ticket) that such ticket is issued in accordance with the provisions of these rules.

    3.14 "leg" means each nominated event in those forms of betting where selections are required in more than one event. Each nominated event is termed a "leg".

    3.15 "net pool" means the gross pool less tax and commission.

    3.16 "official" means a person acting as such, whether in a permanent or temporary capacity, on behalf of the Club, and includes a steward.

    3.17 "paid ticket" means a ticket which is registered as a paid ticket in the computer record of the company.

    3.18 “participant” means a jockey or stable

    3.19 "placed participant" means in respect of each type of betting, the participants occupying the places which qualify for a dividend or dividends in accordance with these rules.

    3.20 "punter" means any person who places a bet pursuant to these rules.

    3.21 "race card" means the official programme issued by the Club for a specific race or event.

    3.22 "refunded ticket "means a ticket which is registered as a refunded ticket in the computer record of the company.

    3.23 "refund " means has the meaning assigned to it in reference to rule 1.1.6 & 2.2.6 set above.

    3.24 "rules" means the rules herein contained and as amended from time to time.

    3.25 "runner" means a jockey or stable declared to participate in the event in accordance with the stable challenge and jockey challenge Rules of the Club.

    3.26 " stake" means the act of placing a bet in monetary terms on a particular horse or horses in accordance with the provisions of these rules.

    3.27 "steward" means a person acting as such, whether in a permanent or temporary capacity, on behalf of the Club.

    3.28 "ticket" means the official betting ticket issued, subject to the provisions of these rules, by the company.

    3.29 "Totalisator Favourite " means in respect of the jockey or stable on which the highest number of WIN bets have been placed at closing of bets. Should two or more participants have exactly the same number of units placed on them, joint favourites shall be declared.

    3.30 "unclaimed funds" means unclaimed dividends, unclaimed refunds, any amount unpaid in respect of lost or mutilated tickets and any amount remaining after payment of dividends, government tax and Company’s commission in accordance with rule 2.2.1.

    3.31 "valid ticket” means the official betting ticket issued by the company not being a branded ticket or a cancelled ticket or a refunded ticket or a paid ticket and bearing the number generated by the electronic equipment, the participant number, the race number and the bet type.

  • 4 General

    4.1 All forms of betting conducted by the company upon the totalisator shall be subject to these rules and the provisions of the Gambling Regulatory Authority Act 2007 and such regulations as may be made thereunder.

    4.2 Applicability of rules These rules shall apply to the company and to every person placing a bet on any totalisator conducted by the company. Nothing in these rules shall be construed as placing an obligation on the company to offer any specific form of betting upon the totalisator. 4.2.1 Tax and Company's Commission The Government Tax and Company's Commission shall be deducted from every gross pool before the calculation of any dividend, and the distribution of gross pool shall be as follows:

    Win and Place bets

    Government Tax 8% Company's Commission 14% Winning Punters 78%

    Other Bets

    Government Tax 10% Company's Commission 17% Winning Punters 73%

    4.2.2 The Company may, with the approval of the Gambling Regulatory Authority, as established under the Gambling Regulatory Authority Act 2007, amend the percentage relating to the gross pool which becomes payable to winning punters participating in any form of betting provided that:

    (i) the percentage of the gross pool which becomes payable to winning punters shall not be less than 78% for Win and Place bets and 73% for other bets.

    (ii) any increase in the percentage of gross pool which becomes payable to winning punters shall be borne by the Company from the Commission that it may retain in consideration for the organisation of betting upon the totalisator.

    4.2.3 The decision of the company to amend the above percentages shall not be construed as giving to the winning punters or entitling them to an acquired right in the said increased percentages.

  • 5. Dividends and tickets

    5.1 All dividends shall be calculated on the net pool to the completed Re1.00(One Rupee).

    5.2 Immediately after the amounts of dividends are ascertained they shall be displayed in the places provided for that purpose but NO payment of dividends shall take place until the official results of the events has been confirmed in writing by the Club.

    5.3 The official results as confirmed by the club shall be final and binding on all ticket holders irrespective of any decision afterwards which may affect the results.

    5.4 Dividends and refunds will only be paid on presentation of valid tickets and are payable to bearer only.

    5.5 No claim for a dividend or refund will be entertained in respect of a lost or mutilated or branded or defaced or damaged or paid or cancelled ticket.

    5.6 Subject to the provisions of these rules the company will not be bound to entertain claims for payment of a dividend or for a refund unless made within 30 days of the date of the corresponding race meeting. Unclaimed funds shall be paid to the National Solidarity Fund.

    5.7 No complaint either with regard to the correctness of a ticket, the correctness of change, or the payment of a dividend or refund will be entertained unless such complaint is made before the complainant leaves the counter of the terminal.

    5.8 No punter shall be authorised to cancel a bet and no teller shall cancel a bet unless such cancellation is made before the punter leaves the counter of the terminal.

    5.9 The sale of tickets shall continue until the closing of bets.

    5.10 Every punter shall specify the number in the Race Card for the meeting and not the name of any participant and shall signify the event and type of bet.

    5.11 Betting tickets shall be printed on the official stationery of the Company and shall be inscribed with the particulars set out in rule 3.31.

  • 6. Limitation of Liability

    6.1 The Company or any employee shall not be liable for damage resulting from any negligent or grossly negligent act or omission relating to any form of betting for which they are not responsible either directly, vicariously or in any way and in particular none of the aforementioned shall be liable for damage either directly, vicariously or in any other way for the loss, destruction or disappearance of any valid ticket.

    6.2 Should the company declare all bets off, all tickets will be refunded.

    6.3 The only proof of investment in a Totalisator is the valid ticket and the computer record of that ticket, and no action either in contract or tort of any nature whatsoever may be instituted against the Company for the payment of a dividend unless the valid ticket and its computer record exist and are in the possession of the punter and the Company respectively at the time of making the claim and it may be proved that such valid ticket and record are at all material times in the possession of the punter and the company respectively.

  • 6.4 Employees

    No employee who is on duty on any day on which bets are received for a particular event shall participate, either directly or indirectly, in any way whatsoever in any type of betting conducted by the company upon the Totalisator

  • 6.5 Interpretation of rules

    6.5.1 In any dispute regarding the meaning and interpretation of these rules, the meaning and interpretation placed thereon by the Company shall be final and binding. Every punter shall be deemed to have acquainted himself with these rules and to have agreed to be bound thereby.

    6.5.2 Where any matter not provided for in these rules arises, the decision of the Company shall be final and binding after consultation with the G.R.A.

    6.5.3 The company shall in its absolute discretion decide any dispute arising in any way whatsoever from the conduct of any type of betting upon the Totalisator and in particular its decision as to the validity of any claim to participate in any dividend shall be final and conclusive between the Company and anyone who has placed a bet or claims to have placed a bet upon the Totalisator with the Company after consultation with the G.R.A.

    6.6 No bet shall be placed by any person under the age of 18 years.

    6.7 The Win and Place Pools upon the Totalisator (except as provided in rules 3.2 and 4.2) will operate on every event whilst the Race Card will specify the events on which any other form of betting upon the Totalisator will operate; the Company shall have power to vary the above arrangements and to give notice thereof by means of notices and announcements given upon the Race Course after consultation with G.R.A.

    6.8 These rules may be amended by the Company subject to the prior approval of the Gambling Regulatory Authority as established under the Gambling Regulatory Authority Act 2007.

  • 7. Win Totalisator

    7.1 The purpose of the Win Pool Totalisator is to select the winner of a specified event.

    7.2 The unit value of a bet shall be Rs10.00 (ten rupees).

    7.3 The dividend shall be determined by dividing the Net Pool by the number of units on the winning participant.

    7.4 Notwithstanding the provisions of rule 7.3, whenever two or more participants dead heat for first place, the dividend payable shall be calculated in the following manner:

    The Net Pool shall be divided into as many equal portions as there are dead-heaters, and each such portion shall then be divided by the number of units on each of the dead-heaters.

    7.5 In the case of there being no bets on the winning participant/s the NET POOL shall be carried forward, and added to the same NET WIN POOL of the Company for the same event of the following meeting.

    7.6 In the Win Totalisator the following minimum dividends are guaranteed:

    Outright win Rs 11.00 Dead Heat Rs 5.50 Triple Dead Heat Rs 3.30 Four Way Dead Heat Rs 2.20

  • 8. Place Totalisator

    8.1 The purpose of the Place Totalisator is to select in a specified event a participant placed either:

    (a) first or second when there are four or five participants.

    (b) first or second or third when there are six or more participants.

    8.2 Dividends shall be paid in respect of participants placed:

    (a) first and second when there are four or five participants;

    (b) first, second and third where there are six or more participants.

    8.3 The Place Pool Totalisator shall operate on any event with four or more participants

    8.4 The unit value of a bet shall be Rs 10.00 (ten rupees).

    8.5 The dividends shall be determined by dividing the Net Place Pool into as many portions as there are participants placed as specified in rule 8.2.

    8.6 The portions shall be divided respectively by the number of units on each of the placed participants and the results so obtained shall be the dividend payable.

    8.7 Dividends shall not be declared at less than the unit value of bets except in the case of dead-heaters.

    8.8 For the purpose of the calculation of dividends in the case of dead-heaters,

    (a) Where there are four or five participants,

    (i) participants dead-heating for the first place shall be deemed to have filled the first and second place,

    (ii) participants dead-heating for the second place shall be deemed to have filled the second place jointly,

    (b) Where there are six or more participants,

    (i) participants dead-heating for the first place shall be deemed to have filled the first and second places

    (ii) participants dead-heating for the second place shall be deemed to have filled the second and third places, and

    (iii) participants dead-heating for the third place shall be deemed to have filled the third place jointly.

    8.9 When there is a dead-heat for any place, the dividend on the dead-heaters shall be calculated by dividing whatever part of the Place Pool as relates to the dead-heaters by the number of participants which have been dead-heated and then by the number of unit bets on each of the participants.

    8.10 In the event of there being NO tickets on one or more of the placed participants, their portion of the Net Pool shall be apportioned equally amongst the placed participants on which there are tickets.

    8.11 In the event of there being NO tickets on any of the placed participants the NET POOL shall be carried forward and added to the same NET PLACE POOL of the Company for the same event of the following meeting.

    8.12 Refunds will be made on ALL scratched selections.

    8.13 In the Place Totalisator a minimum dividend of Rs 10.00 (ten rupees) is guaranteed except in some cases of dead heats. Whenever a dead heat results in the payment of more Place dividends than are provided for in Rule 8.2, then the following minimum dividends are guaranteed, only for dividends on the horses involved in the dead heat:

    When there is one more Place dividend than normal: Rs 5.00

    When there are two more Place dividends than normal: Rs 3.00

    When there are at least three more Place dividends than normal: Rs 2.00

  • 9. Exacta Totalisator

    9.1 The purpose of the Exacta Totalisator is to select the participants finishing First and Second in a specified event, in the exact order in which they finish.

    9.2 Dividends shall be paid in respect of participants finishing First and Second, in the exact order in which they finish.

    9.3 The unit value of a bet shall be Rs 10.00 (Ten rupees).

    9.4 The dividend shall be determined by dividing the Net Exacta Pool by the number of winning units.

    9.5 In the event of two or more participants dead-heating for First or Second place resulting in more than one winning combination, the Net Pool shall be divided into as many equal portions as there are winning combinations, each such portion shall then be divided by the number of units invested on each of the combinations.

    9.6 In the event of there being NO tickets on the winning combination the Net Pool shall be carried forward and added to the same NET EXACTA POOL of the company for the same event of the following meeting.

    9.7 The Exacta Totalisator shall operate on any event with three or more participants.

    9.8 In the Exacta Totalisator a minimum dividend of Rs 11.00 (eleven rupees) is guaranteed except in the case of dead heats. Where more than one dividend is payable no minimum dividend is guaranteed.

  • 11. Trifecta Totalisator

    10.9 Not withstanding the provisions of rule 10.4, whenever paragraph 10.7 applies, the dividends shall be calculated in the following manner:

    • One third of the Net Pool shall be divided by the number of unit bets on the 1st and 2nd place participants.

    • The balance of the net pool shall be divided into as many parts as there are winning combinations and the parts respectively by the number of units on each such combination

    10.10 In the event of there being NO tickets on one or more winning combination, the Net Pool shall be divided among the remaining winning combinations.

    10.11 In the event of there being NO tickets on any of the winning combinations the Net Pool shall be carried forward and added to the same NET SWINGER POOL of the company for the same event of the following meeting.

    10.12 The Swinger Totalisator may operate on any event with four or more participants.

    10.13 In the Swinger Totalisator a minimum dividend of Rs11.00 (eleven rupees) is guaranteed except in the case of dead heats which require more than three dividends to be paid in terms of rules 10.6 and 10.7 in which case no minimum dividends is guaranteed.

  • 12 Quartet Totalisator

    12.1 The purpose of the Quartet Totalisator is to select any four participants finishing first, second, third and fourth in that order in a Quartet Pool Totalisator event as designated in the Race Card.

    12.2 The unit value of a bet shall be Rs 5.00 (five rupees)

    12.3 Subject to the provisions of these rules the dividend shall be calculated by dividing the Net Quartet Pool by the number of units on the winning combination, i.e. the selection placing first, second, third and fourth in the correct order. In the event of two or more participants dead-heating for first, second, third or fourth place resulting in more than one winning combination, the Net Pool shall be divided into as many equal portions as there are winning combinations, and each such portion shall then be divided by the number of units invested on each of the combinations.

    12.4 In the event of there being no tickets on any of the winning combinations the Net Pool for that winning combination shall be carried forward and added to the same Net Quartet Pool of the Company for the same event of the following meeting.

    12.5 In the event of a dead-heat for the first place the winning combinations shall be any two of the dead-heaters and the participants placed third and fourth.

    12.6 In the event of a dead-heat for the second place the winning combinations shall be the participant placed first with any two of the dead-heaters and the participant placed fourth.

    12.7 In the event of a dead-heat for the third place the winning combinations shall be the participants placed first and second with a combination of any two of the dead-heaters.

    12.8 In the event of a dead-heat for the fourth place the winning combinations shall be the participants placed first, second and third with any of the dead-heaters.

    12.9 The Quartet Totalisator shall operate on any event with four or more participants.
